Which office handles it here
The Delegación del Gobierno includes the family card in the work of its Oficina de Extranjería, Avenida Estanislau Figueras 59, an office distinct from the police station, and books first applications through the online cita previa. The card itself is then issued by the police, as every TIE is, after a fingerprint sitting; your resolution or appointment confirmation says where that next step happens.
